Guidelines for the use of Social Media – For Members of National Institute of Genetics

NIG was established in 1949 as an institute of the Ministry of Education, Science, Sports and Culture aiming at facilitating and directing fundamental research regarding Genetics. Playing a role of facilitating research all over the academic communities, we address future challenges of humankinds through science from the viewpoints of INFORMATION and SYSTEM as a member of Research Organization of Information and Systems, Inter-University Research Institute Corporation.

For the development of science, interactions and information exchanges with various people who have different knowledges and ways of thinking, and moreover, mutual discussion exchanging different opinions is indispensable. This essential nature of science has a strong affinity with social media that is characterized by social reciprocity. The information transmitting technology represented by Social Networking Service (SNS) also provides scientists with extremely useful communication measures. NIG mostly respects free speech activities and communication activities that members of the Institute (including faculty, staff, and students in the Department of Genetics, School of Life Science of the University) conduct on their individual responsibilities and seeks to protect the articulators.

On the other hand, acts of free speech come responsibility. Although communication activities conducted by members of the Institute on their individual responsibilities do not represent official statements or views of the Institute as an organization, NIG takes appropriate actions as the Institute if there exists significant breaches of laws or ordinances. Particularly speech activities through SNS, which enables dynamic formation of community and quick pervasiveness of information, may give impact to wider area far beyond imagination and in some cases develop to a significant problem. As a member of the Institute, when using social media, all is required to carefully consider precautions stated below and accordingly conduct responsible speech activities in a decent manner.

[1] Regulatory Compliance

Take an active role in complying laws and regulations in Japan as well as those applied in foreign countries and international laws.

[2] Respect for Individuals

As a principal of communication activities, try to respect personality and diversity and seek to appreciate each other’s different opinions, thoughts, ways of living, without infringing fundamental human rights, portrait rights, and privacy rights.

[3] Respect for Rights of Intellectual Property, etc.

Ensure not to infringe rights such as copyright and trademark right improperly.

[4] Maintain Confidentiality

Ensure not to post information that is not appropriate to become available to the public, such as other person’s private information, closed information on research activities such as unpublished data of the Institute that is not disclosed to the public, information that was known to you on a confidential basis on your duties.

[5] Respect for Human Rights and Ethics

Casting aspersions on a specific person or group and engaging in discriminative and/or obscene speech are never allowed even if they do not breach any specific laws. Ensure not to conduct any expression deemed to be unacceptable like these.

[6] Send Accurate Information

As a member of the Institute, try to send accurate information founded on fact and take responsibility for information you send. Whether it is intentional or not, sending false or uncertain information may detract reputation and trust of not only yours but the Institute or other members. The consequences of defamatory or business interruptions would be non-compliance with law and regulations. If you post uncertain information or deliver misleading expressions, you should take actions properly, being upfront and quick with your correction and/or apology.

[7] Use a Disclaimer.

If you conduct communication activities using social media where you identify yourself as a member of the Institute, clearly describe that your postings are your opinions/views as an individual and do not represent or support NIG’s opinions/views.

Before you register/disclose private information, carefully consider the details of the service you intend to use. Note that there is a case that an individual can be identified by one’s activity history rather than private information and take care accordingly.
